Job Description

TotalEnergies Marketing Tanzania Limited is seeking a qualified and experienced Health, Safety and Environmental Coordinator – Network and Projects to support the implementation, monitoring, and continuous improvement of Health, Safety, Security and Environmental standards across network operations and project activities.

The successful candidate will play a key role in strengthening safety culture among employees and contractors, ensuring contractor compliance, monitoring high-risk work, supporting incident prevention, coordinating HSE audits and inspections, and ensuring compliance with applicable legal and regulatory requirements.

Context and Work Environment

Health, Safety and Environment is the responsibility of every employee and contractor. The primary objective of this role is to build and maintain a strong safety culture across TotalEnergies sites and projects.

The position may require working extended hours, including weekends and public holidays when operationally necessary.

The role requires close coordination with both internal and external stakeholders.

Key Responsibilities

The Health, Safety and Environmental Coordinator will be responsible for:

• Closely monitoring the ICC programme to ensure full compliance with ICC requirements.

• Conducting HSE prequalification assessments for contractors before they are approved to undertake company work.

• Coordinating and organising ICC audits and ensuring that audits meet required quality standards.

• Supporting the development of HSE capabilities among new contractors.

• Following up and ensuring closure of recommendations arising from contractor audits.

• Ensuring full implementation of the Zero Fatal Accident programme by active contractors.

• Implementing appropriate onboarding and safety pathways for new contractors.

• Closely monitoring high-risk work, including contractor inspections and compliance reviews.

• Organising HSE meetings and training sessions for contractors.

• Sharing relevant REX safety information and coordinating annual contractor conventions.

• Acting as the main coordinator for IZI Safety and ERIS applications and ensuring the systems are effectively used.

• Ensuring all contractors working on company sites receive training on TotalEnergies HSE requirements, including worksite safety training.

• Ensuring contractors comply with IZI Safety requirements at both individual-user and company levels.

• Supporting the Network team and contractors in implementing HSSE requirements at operational sites.

• Reviewing risk assessments, permit-to-work systems, and prevention plans before and during work activities.

• Following up the implementation of the Invariants Programme for the Network team.

• Conducting HSE inspections and toolbox talks.

• Issuing safety violation notices where necessary and recommending appropriate recognition or rewards for good safety performance.

• Participating in incident investigations, analysis, and reporting.

• Following up corrective and preventive actions after incidents.

• Participating in tender evaluations and conducting HSE assessments as part of tender processes.

• Conducting periodic HSE inspections of network operations and projects.

• Supporting the execution of Emergency Response procedures.

• Organising and conducting emergency drills with service stations.

• Ensuring regulatory compliance for network operations and projects, including requirements from Fire authorities, OSHA and NEMC.

• Coordinating overall HSE inspection and audit activities.

• Preparing action plans following inspections and audits and ensuring agreed actions are implemented.

• Conducting HSE evaluations at the end of projects to assess contractor development and improvement.

• Coordinating HSE and transport safety tours, especially visits to network sites.

• Promoting and reinforcing sustainability initiatives across network operations.

• Supporting Environmental Impact Assessment activities, waste recycling, and implementation of the five sustainability levers.

• Supporting implementation of SRM+, SOCRAT and other sustainable projects to strengthen alignment between company operations and surrounding communities.

• Compiling and monitoring environmental data.

• Completing annual HARPE reporting.

• Performing any other duties assigned by the HSEQ Manager.

Candidate Profile

Applicants should meet the following requirements:

• Degree from a recognised higher learning institution.

• Qualification in Engineering, a related technical field, or Science.

• HSE qualification will be an added advantage.

• Minimum of three (3) years of experience in HSE functions.

• Good command of English, both spoken and written.

• Strong communication skills.

• Good computer skills, particularly Microsoft Word, PowerPoint and Excel.

• Ability to work independently with minimal supervision.

• Ability to work effectively under pressure.

• Strong sense of responsibility and commitment to safety and compliance.
