Job Description
GardaWorld Tanzania is seeking a highly experienced and strategic Head of Human Resources and Administration to lead the delivery of both strategic and operational Human Resources initiatives in Tanzania.
The successful candidate will serve as a key business partner to the Country Director and work closely with the HR Director – Africa to ensure that Human Resources policies, systems, standards, and processes are aligned with GardaWorld’s strategic objectives, best practices, and applicable labour laws.
The role requires strong leadership, extensive Human Resources management experience, deep knowledge of industrial relations, and the ability to operate effectively in a labour-intensive and unionised environment.

Job Purpose
The Head of Human Resources and Administration is responsible for delivering both strategic and operational HR initiatives across GardaWorld Tanzania.
The post holder will work closely with the Country Director on day-to-day people-management matters and collaborate with the HR Director – Africa to deliver agreed HR priorities and ensure the consistent application of company policies, standards, processes, and legal requirements.
Key Responsibilities
The Head of Human Resources and Administration will be responsible for:

Developing and implementing HR strategies and plans aligned with GardaWorld’s overall strategic objectives.

Developing, implementing, and communicating Human Resources policies and procedures that reflect company standards and culture.

Training managers and supervisors on the correct application of HR policies and procedures.
-
Reviewing and updating HR policies to maintain compliance with statutory and regulatory requirements.
-
Monitoring HR activities and practices to ensure compliance with labour laws and company policies.
-
Managing staff vetting, selection, and recruitment processes.
-
Working closely with the Country Director, Heads of Department, and line managers to identify staffing needs and recruit suitably qualified employees.

Managing HR-related service providers, including consultants and agents, to ensure quality service and value for money.

Ensuring all employees are properly contracted in accordance with company policy and Tanzanian labour laws.

Developing competitive compensation and benefits structures that support attraction and retention of employees.
-
Ensuring employee reward systems are aligned with performance.
-
Driving the development of a high-performance culture across GardaWorld Tanzania.

Ensuring timely completion of performance goal setting, bi-annual reviews, and annual appraisals.

Strengthening employee feedback and performance improvement processes.

Managing disciplinary matters fairly, transparently, and in accordance with employment legislation and company policies.

Managing employee grievances and ensuring concerns are addressed confidentially, fairly, and transparently.

Supporting legal cases relating to employment matters through timely provision of accurate information to legal advisors where required.

Developing career development and succession plans that support current and future business requirements.

Facilitating employee learning and development by identifying capability gaps and designing appropriate training interventions.

Developing and implementing training calendars based on organisational, departmental, and individual development needs.

Establishing employee welfare programmes that support staff wellbeing and productivity.
-
Maintaining effective systems for employee records, including personal data, annual leave, off days, sick leave, and other HR information.

Ensuring employee records are accurate, current, secure, and compliant with applicable statutory requirements.

Maintaining harmonious industrial relations across the organisation.

Serving as the primary HR contact for Trade Unions.
-
Coordinating with relevant government institutions on employment and labour-related matters.
-
Liaising with government agencies to ensure effective management and resolution of labour matters.
-
Administering employee benefits, including medical schemes, pension schemes, Group Personal Accident cover, and other insured staff benefits.

Managing HR department staffing and capability to ensure the function can meet current and future operational requirements.

Implementing and monitoring performance management programmes.

Developing HR team members through training, mentorship, and coaching.
Performance and Accountability
The Head of Human Resources and Administration will be accountable to the Human Resources Director – Africa for the responsibilities outlined in the role.
Performance will be monitored through:

Key Performance Indicators (KPIs).

Mid-year performance reviews.

Annual performance reviews.
-
Agreed departmental and organisational objectives.
Qualifications and Experience
Applicants should possess:

Bachelor’s degree in Human Resources, Social Sciences, General Management, Business Administration, or a related field.

Professional qualification in Human Resource Management will be considered an advantage.

At least 10 years of professional experience in Human Resources Management.

Strong technical knowledge across major Human Resources functions, including:

Strong experience in industrial relations management.
