Programme Overview

The role supports the EAC regional component of the PROSPECTS Partnership Programme, including work on forced displacement, skills recognition, labour mobility, social protection, durable solutions and regional integration.

Key Responsibilities

  • Support implementation, planning, monitoring and evaluation of the EAC regional component of the PROSPECTS programme.
  • Coordinate collaboration with the EAC Secretariat, Partner States, social partners, civil society and development partners.
  • Support implementation of regional policies relating to forcibly displaced persons, returnees, host communities, labour mobility and social protection.
  • Strengthen regional frameworks for recognition of skills and qualifications and support development of occupational standards and a portable Skills Passport.
  • Support labour-market and skills-data mapping, policy dialogue and action-oriented research on durable solutions.
  • Maintain strategic partnerships with EAC institutions, regional bodies and PROSPECTS partner agencies.
  • Prepare technical progress reports, knowledge products, research and policy recommendations.
  • Support development of project proposals, donor engagement and resource mobilisation.
  • Undertake programme-related missions when required.

Qualifications & Requirements

  • Advanced university degree at Master's level or equivalent in Economics, Development Studies, Social Sciences, Law, Public Administration, International Trade and Regional Integration, International Relations or another relevant field.
  • A relevant Bachelor's Degree may be accepted in lieu of the Master's Degree when combined with an additional two years of relevant experience beyond the stated minimum.
  • Minimum 5 years of relevant professional experience, including international-level experience, in forced displacement, skills development, decent work and employment promotion and/or regional economic integration.
  • Experience with Regional Economic Communities, regional policy implementation, United Nations agencies or relevant ministries is an advantage.
  • Excellent command of English; good working knowledge of French is an advantage.
