MCL is looking for a qualified, experienced, and driven professional to join its team as a Learning & Development Specialist.

Role Overview
The Learning & Development Specialist will play a key role in building a capable, engaged, and future-ready workforce. This position is responsible for developing and overseeing learning programs, competency frameworks, leadership development initiatives, and performance culture interventions that support the company’s broader strategic goals.

Key Responsibilities

The successful candidate will be expected to support the business through a wide range of learning and talent development activities. This includes designing and implementing the annual Learning and Development Plan based on organisational needs, carrying out training needs assessments using reliable data, and creating development programmes that strengthen digital capabilities, editorial performance, leadership effectiveness, and commercial growth. The role also involves measuring the impact of training through clear performance indicators, return on investment frameworks, and business outcomes.

In addition, the specialist will support the ongoing development and improvement of the company’s competency framework. This includes helping integrate competencies into recruitment, performance reviews, promotion processes, and leadership development programmes. The role will also involve working closely with Heads of Department to identify capability gaps and support talent review processes.

Another important part of the role is leadership development. The Learning & Development Specialist will help design and coordinate programmes for supervisors, managers, emerging leaders, and senior leadership teams. This includes managing 360-degree assessment initiatives, guiding line managers on development planning, and supporting succession planning through targeted learning pathways.

The position will also contribute to strengthening performance culture across the organisation. The selected candidate will support the rollout and adoption of the Employee Performance Management System (EPMS), ensure better alignment of KPIs and behavioural expectations, and provide training to both managers and staff on performance management tools and practices. The role may also support employee engagement and culture-building initiatives such as Lunch & Learn sessions, team development activities, and other internal learning events.

On the digital learning side, the specialist will manage learning content within the Learning Management System (LMS), monitor learner progress, produce reports and analytics, and help expand digital learning opportunities to improve access and reduce training costs. The role also includes coordinating internal and external training sessions, working with facilitators, vendors, trainers, and departmental heads to ensure effective delivery.

The successful candidate will also support knowledge management by developing learning toolkits, policies, playbooks, and standard operating procedures, while maintaining a current and organised repository of learning resources. They will also ensure proper training records are maintained and support compliance and audit requirements related to employee development and HR processes.

Key Performance Areas

Performance in this role will be measured through a number of indicators, including delivery of the annual Learning and Development Plan, training participation rates across departments, the number of programmes delivered compared to plan, post-training evaluation results, improvement in performance linked to learning interventions, and reduction in competency gaps. Other measures will include adoption of the performance management system, completion of 360-degree assessments and development plans, leadership pipeline readiness, LMS usage, cost efficiency in training delivery, and compliance with training records and documentation.

Qualifications and Experience

Applicants should hold a Bachelor’s Degree in Human Resources, Education, Business Administration, Psychology, Organisational Development, or a related field. A professional certification in Learning and Development, Talent Management, HR Business Partnering, Coaching, or a similar area will be an added advantage. Candidates should also have between three and five years of relevant experience in Learning and Development, Talent Management, or Organisational Development. Practical experience in designing and delivering training programmes is essential, while exposure to performance management systems, competency frameworks, leadership development, and digital learning tools or LMS platforms will be highly beneficial.
